NOTICE OF RACE
(NoR)

The Organizing authority of Split Quantum Winter Cup is Sailing Club Split in cooperation with Croatian Sailing Federation.

1. RULES

1.1. Split Quantum Winter Cup is governed by the rules as defined in The Racing Rules of Sailing (RRS 2021-2024).
1.2. RRS 40.1 shall apply at all times whilst afloat.
1.3. If there is any conflict between this Notice of Race and the Sailing Instructions, the Sailing Instructions will take precedence. This changes RRS 63.7.
1.4. If there is a conflict between languages, the English text will take precedence.

2. SAILING INSTRUCTIONS

2.1. The sailing instructions will be available latest from Wednesday, 13 November 2024, on the online notice board: https://www.racingrulesofsailing.org/documents/8975/event

3. ELIGIBILITY AND ENTRY

3.1. Optimist Class boats are eligible to enter the regatta.
3.2. All competitors shall be members of Croatian Sailing Federation or any other World Sailing Member National Authority and shall be born on or after 1st January 2009.
3.3. It is mandatory for all competitors to have a coach or support person at the Split Quantum Winter Cup.
3.4. Online entry will open on Monday, 14 October 2024 and close on Sunday, 10 November 2024 at 23:59.
3.5. Eligible boats may enter by completing the online entry form on the following link: https://jk-split.hr/regate/winter-cup-2024/ and paying the appropriate entry fee. To be considered an entry valid, a boat shall complete all registration requirements and pay all fees (kindly see Payment deadlines as per NoR 4.1.)
3.6. Entry is considered valid only when fully paid as per NoR 4.1
3.7. No entries shall be accepted after 10th November 2024, after registration time limit.
3.8. The organizer reserves the right to receive late entries after entry closing date, with a double late entry fee.
3.9. Request for submitting a late entry shall be send by an e-mail to raceoffice@jk-split.hr with subject: LATE ENTRY REQUEST.
3.10. Competitors can request the cancellation of their entry by sending the Organizing Authority an email to: raceoffice@jk-split.hr. If request is made latest on Monday, 4th November 2024, and is accepted by the OA, the entry fee will be reimbursed after deduction of an administrative fee of 20 EUR. No refund will be made if the cancellation is received after 4th November 2024.
3.11. All online entries shall be personally confirmed at the race office by the corresponding coaches or team leaders, during the scheduled mandatory registration (see NoR 8.1).

4. ENTRY FEE

4.1. Entry fee is:

4.2. Entry fee must be paid exclusively to the following Club bank account:
IBAN: HR7924070001100379532, with payment description: ENTRY SPLIT QWR #SAIL NUMBER# (Sail number is mandatory part of payment description)
4.3. Entry fee includes a personal gift, opening ceremony and after sailing events and ticket for lottery sponsored by Quantum Sails.

5. ADVERTISING

5.1. Sailor advertising is permitted on the hull as per World Sailing Advertising Code 20.3.2 but as restricted by the Class rule 2.8.
5.2. Boats may be required to display advertising chosen and supplied by the Organizing authority. If this rule is broken, World Sailing Regulation 20.9.2 applies.

6. FORMAT

6.1. Boats will be divided into fleets, as far as possible with the same number of boats. 
6.2. Fleets will sail an open series, followed by a final series.
6.3. In the open series, boats will be re-assigned to fleets after each day of racing.
6.4. If four races of a qualifying series have not been completed by the end of the second scheduled racing day, that qualifying series will continue until the end of the racing day in which a fourth qualifying race is completed.
6.5. An open series will not count, until all fleets in the open series have completed the same number of races.
6.6. Final series: Boats will be assigned to final series fleets (Gold, Silver, Bronze, …) on the basis of their rank in the open series.
6.7. In the final series, boats do not need to sail the same number of races

7. SCHEDULE

7.1. Mandatory registration will take place on Wednesday 13.11.2024. from 4 to7 PM at the Club Office.
7.2. Races are scheduled on November 14th,15th, 16th and 17th 2024.
7.3. Three races per day may be sailed.
7.4. Warning signal is scheduled at 11:00 every racing day.
7.5. On the last day of racing there will be no warning signal after 15:00.

8. MEASUREMENT

8.1. All boats shall produce a valid measurement certificate on request.
8.2. Boats may be inspected at any time.

9. RACING AREA

9.1. Racing area will be in Kaštela Bay or in Split channel.

10. COURSE

10.1. Standard Optimist trapezoid course.

11. SCORING

11.1. Three races are required to be completed to constitute a series.
11.2. When fewer than 4 races have been completed, a boat’s series score will be the total of her race scores.

12. PENALTY SYSTEM

12.1. RRS Appendix P will apply.

13. SUPPORT BOATS

13.1. All support boats shall be registered with the Organizing Authority.
13.2. Support persons shall wear personal flotation devices at all times while afloat, except briefly while changing or adjusting clothing or personal equipment. Support persons shall use the kill cord at all times when the engine is running.
13.3. Support boats shall be insured with valid and for the racing area suitable third-party liability insurance with a minimum cover of 3.000,000 EUR per incident or the equivalent.
13.4. Proof of insurance shall be provided upon registration.

14. BERTHING

14.1. Boats shall be kept in their assigned places while they are in the harbour.

15. RADIO COMMUNICATION

15.1 Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. [DP]

16. INSURANCE

16.1. Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 1.500,000 EUR per incident or the equivalent.
16.2. Proof of insurance shall be provided upon registration.

17. PRIZES

17.1 Awards will be assigned as follows: Top three boys, Top three girls, Top three boys under 12, Top three girls under 12.

18. DISCLAIMER OF LIABILITY

18.1 Competitors participate in the regatta entirely at their own risk. See RRS 3, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

19. TRAINING CAMP

19.1. A week before and after Split Quantum Winter Cup a training camp site will be organized which includes boat storage, wash off water, toilets, trailer storage and coach boat mooring. Candidates shall send an inquiry

20. FURTHER INFORMATION

20.1. Notice board will be available online.
20.2. Mobile phone number provided in the entry form will be added to the event’s official WhatsApp group. WhatsApp group will be used for publishing notices by the Organizer and the Race Committee.
